Subject: Logic & Accuracy Testing
Appling county started L&A testing this morning, and Myself and Local GOP Chair went to observe.
L&A testing is not done under a "Test/Test switch" environment. the Actual Nov 8th Ballot (that was electronically received from the SOS) was loaded into all the BMD's and a "Test" plan/Voting scheme was used.
Garland indicated a couple weeks back that there proly was nothing to gleen from observing L&A testing because it was done in a "TEST" environment via a 'TEST" switch; appears that is not the case.
also, from what I observed, Ga. Comp Rules & Regs. 183-1-12-.08 (3)(c.) for L&A testing is NOT being followed. as it reads "check that the printer prints a paper ballot that accurately reflects the choices selected on the touchscreen and immediately mark all printed ballots as "test" ballots". the printed ballots are NOT being checked when printed and are NOT being marked as "test" ballots. Ballots are being casts & printed in rapid succession and not Checked not marked "test".
discuss'd this with the Elections supervisor, and she said they have their own method to check the printed ballot against what was selected, AND that they can't mark the ballot immediately with "test" (due to scanner limitations) and ballots would be marked with "test" at a later time.
I suggest, Counties need Patriots reading up on O.C.G.A 21-2-374 (for L&A testing), and R &Reg 183-1-12-.08 (for L&A testing) and going to Observe Closely L&A testing.
being L&A Testing is NOT done in a TEST environment, and uses the Actual Nov 8th Ballots; who's to say that some of the Testing Data couldn't be used for Nov 8th Reporting. Not saying that it would, but sure seems it could be.
Also, the gleen if the counties are complying with L&A testing Law.

Residents inform the Commissioners that the machines are not lawful in GA. The Commissioners tell the residents to go to the legislature. The BOC is apparently "unaware" of OCGA 21-2-366 "The governing authority of any county or municipality may, at any regular meeting or at a special meeting called for the purpose, by a majority vote authorize and direct the use of optical scanning voting systems for recording and computing the vote at elections held in the county or municipality."

Citizens of Pickens County requested a hand recount of the Governor and SOS races. The purpose in doing so was to provide confidence in the election process. All BOE members stated our request was reasonable and would be supportive, but needed time to discuss the legal aspects plus review the process to ensure the recount was done correctly.

Republican BOE member, Mr. Mike Carver, stated during the meeting that the Pickens County BOE had the authority to write a court order requesting a hand recount/audit. After Mr. Carver's statement the Pickens County BOE voted 3 to 1 in favor to move ahead with a hand recount. After the meeting Mr. Landrum advised Mr. David Oles that the BOE should have the order written by Friday July 22nd.

The Pickens County Board of Elections, nor the county attorney Phillip Landrum will discuss the previously approved recount until after the Mora lawsuit which may affect the necessity of the court order request. Citizens are questioning whether it is a conflict of interest for Phillip Landrum to act as the attorney for both the county and the BOE. The citizens also want answers as to what happened since last month when the Paper Ballot Hand Recount was approved.
Paulding County Commissioners hear from a number of residents who say they don't trust and don't like the voting machines and advise the Commission to go to paper ballots and hand counting. When asked to remove the Dom Voting Machines the Board Chairman states they (County) have no control over the machines. Gwinnett Commissioners hear why the voting machines should be removed and how OCGA 21-2-366 gives the Commissioners the power to change voting in Gwinnett County. Forsyth County, GA residents want Dominion machines gone from their County. Electors do not Trust results coming from the machines. Recent elections have shown machine counts different from hand counts and CISA released a report showing 9 separate vulnerabilities in the Dominion system. Electors show up to ask the Forsyth Board of Commissioners to move to paper ballots and hand counting.FCCCG

Regarding the QR Code. November 8, 2022 will be Georgia's 4th Election and 2 years on the Dominion Computers since the Totenberg ruling in the Curling v Raffensperger Case. In the May 24, 2022 Primary, the Phil Chen race in Fulton County proved that the QR Code is not guaranteed to match the printout. More evidence of this will be coming soon.
